Should it be a crime to be an idiot???

This woman that is obviously learning how to ride a motorcycle is at it again. Yesterday for an hour and a half she rode up and down my street. It is a short street with a cul-de-sac. Here it is 8 PM, dark and it just stopped raining and she is at it again. Even my kids want to know why she keeps riding up and down the street. Do you think it even occurs to her that people live in the houses that she passed by countless times? Do you think she would want someone doing that in front of her house? I guess that's where the phrase "not in my back yard" comes from.
